Loreto Canales


Loreto participates in the preparation of technical and expert reports for projects. Furthermore, she collaborates in the development of forensic analysis regarding delays and costs, scheduling and verification of claims made by clients.

Prior to joining WAGEMANN, she was a member of a Technical Office at a construction company, where she performed tasks related to schedule management, controlling costs, managing contracts and subcontracts.

Macarena Hillerns eng

Macarena Hillerns


With 15 years of experience, she has concentrated her professional practice in the management, negotiation, drafting and review of engineering and construction contracts. She has also specialized in labor and corporate compliance matters.

At WAGEMANN, Macarena has participated in contract support services and administration of claims, working hand in hand with clients within management levels and technical offices.

Prior to joining the firm, she worked at Sigdo Koppers Group between 2008 and 2021, where she worked as lawyer of the Legal Department at Construcciones y Montajes COM S.A. and, later, at the Corporate Prosecutor’s Office of SK Ingeniería y Construcción S.A.

While at the former company, she dealt with matters related to the negotiation and administration of contracts, the processing and administration of litigation, as well as filing and administrative claims before government agencies, in the latter, she was responsible for providing legal counsel, the drafting and review of contracts for Supply Management, as well as the development of strategies and legal recommendations in claim & contract management.

Furthermore, she also worked in the legal department of Compañía Siderúrgica Huachipato, one of the steel subdivisions of CAP Acero.

Thanks to this experience, she has an in-depth knowledge of the reality regarding the operation of companies within the field, where her ability to analyze the risks associated with the conclusion and execution of engineering and construction contracts is outstanding.

Additionally, her many postgraduate studies in business-related law, including her specialization in compliance, allow her to complement her sharp understanding of the construction industry with a broader legal perspective.

Luis Alonso Quesada

Luis Alonso Quesada

Lawyer and notary public with more than 20 years of experience, he has concentrated his professional career as a litigation lawyer and specialist in administrative contracting in commercial, corporate and administrative law.

Prior to joining WAGEMANN, he worked as an independent advisor to national and foreign companies, accompanying them during the bidding process in the preparation of offers, analyzing the convenience of the procurement processes, objecting to cartels, filing appeals or revocation appeals before the Comptroller General of the Republic, including advising during the contractual execution stage.

His professional career began at the Costa Rican Oil Refining Company (Recope), where he was part of the Administrative Contracting Department for almost a decade, intervening in the processing, study, evaluation, and resolution of large-scale projects in the field of hydrocarbons. During this period, he acquired extensive experience in bidding and project execution.

In parallel, he has participated in company mergers and acquisitions, having been at the head of the branch-opening processes when transnational companies needed to expand their operations in Costa Rica, advising them throughout the entire process of initiating operations and legalization processes in the country.

Lawyer with years of experience, she has concentrated her professional career in advising national and international companies in corporate matters, drafting and review of contracts, handling of transactions and daily advice for the operation and functioning of companies.

Silvia has also acted as counsel to parties in civil and commercial litigation, national and international arbitration, and Dispute Boards.

She is currently Executive Director of the Latin American Association of Construction Law (ALDEC) and Arbitration Secretary at the Colegio Federado de Ingenieros y Arquitectos de Costa Rica (CFIA) and the Conciliation and Arbitration Center (CCA), among others.

Lawyer and notary public with more than 20 years of experience, he has concentrated his professional practice advising companies in engineering contracts, construction and services in different areas of construction law. He has extensive technical and legal expertise both as a lawyer for construction companies and as a neutral party in awarding and arbitration processes in the Central American region.

As Regional Director for Central America and representative of the WAGEMANN office in San José, Costa Rica, he leads the supporting services for projects in the countries of that particular region, as well as participating in the consulting services for projects located in Latin America.

He currently serves as president of the Latin American Association of Construction Law (ALDEC), representative of the Costa Rican chapter of the International Chamber of Commerce (ICC), country representative for Costa Rica for the Dispute Resolution Board Foundation (DRFB) and member of the Construction Committee of the International Arbitration Center of Madrid (CIAM).

Prior to joining WAGEMANN, he served as Technical Arbitration Secretary of the Dispute Resolution Center of the College of Engineers and Architects of Costa Rica.

Business Administrator with 20 years of professional experience including infrastructure and energy project evaluation. His expertise also covers development and public policies in trade, finance and climate change with special emphasis on international affairs.

Before joining WAGEMANN, he was the representative of the State of Chile on the Board of Directors of the World Bank, Deputy Director for International Affairs of the Ministry of Finance, Commercial Attaché of Chile to the United Kingdom and Head of the Department of Services and Investments at the Ministry of Foreign Affairs.

Throughout his career, he has held important technical positions representing the State of Chile in international fora as OECD, APEC, WTO, UN and the Pacific Alliance, among others. Mr.  Rojo also was part of the Chilean team in trade negotiations with the United States, the European Union, the European Free Trade Association (EFTA), Japan and China, as well as other regional countries.

In the private sector, he has advised major companies in Chile and abroad, where he evaluated more than 200 projects financed by the International Finance Corporation (IFC) for investments up to USD$ 1 billion, including the analysis of financial structures and returns, due diligence, ESG factors, legal aspects of investments and economic and social benefits.

An important part of his professional career has been linked to the negotiation of dispute settlement mechanisms between Investors and States, established in the Investment Chapters under the Free Trade Agreements signed by Chile.

Currently, he is a Senior Consultant at the Inter-American Development Bank (IDB) and Managing Partner at Vásquez Urra Abogados (VUA).

As Regional Director and representative of the WAGEMANN office in Madrid (Spain), he leads the support services for projects located in Europe, Asia and the Middle East, along with participating in advisory services for projects located in Latin America.

An important part of his expertise lies in the ability to conceive specific strategies for clients, preparing operational planning and carrying out procedures that have contributed to the fulfillment of the goals of dozens of companies around the world.

With 25 years of experience, he has led projects and operations of construction companies in Spain and the Middle East in the fields of engineering, concessions and infrastructure in general. He has vast experience in the areas of contracting, design, development, feasibility and consulting related to the management of engineering and construction initiatives.

He stands out in the management of multidisciplinary and multinational teams, having developed initiatives for hotel and hospital building, military complexes and infrastructure for drinking water and drainage networks, among others.

He has been responsible for the performance of different business units regarding standards and objectives in areas such as production efficiency and contract administration, cost control, sales, legal compliance, and human and financial resource management.

Likewise, Luis has participated in the analysis, negotiation and resolution of disputes in international contracts, as well as in the design and implementation of commercial strategies, plans and procedures. He has concentrated his career in Chile and France, providing communication consultancy services in entrepreneurial, corporate, political and intergovernmental areas.

He is currently director of AlterMedia, a strategic communication and content creation agency which contributes to the promoting, positioning and building the reputation of companies, individuals, brands and projects.

Since 2018, he has been providing services as an external consultant for WAGEMANN | Consulting, being responsible for its communication strategy and corporate affairs.

He is also an independent consultant in the political field, wherein he has guided and directed the communicational strategies of three state ministers, several undersecretaries, presidential candidates and candidates for parliament.

In the intergovernmental area, he worked as communicational advisor for the directors of a French agency during the 2014 Venice Biennale, and also as international relations consultant at the FAO Regional Office in Chile for Latin America and the Caribbean.

He has concentrated his professional practice in the area of delay analysis, technical inspections and construction disputes in the public and private sectors, having developed competencies and skills such as strategic planning, analytical skills and the control and monitoring of processes.

As an engineer at WAGEMANN, he has participated in the development of a set of technical and expert reports for large construction projects.

In this regard, he has advised land connectivity companies in Chile, within the framework of construction and improvement and maintenance of several highways. He has also participated in the preparation of reports for international companies in Latin America, during the construction of highways in Costa Rica and Paraguay, the building of hospitals in El Salvador and the execution of manufacturing infrastructure in Nicaragua, among others.

Besides serving as a forensic analyst regarding delays, he has acted as an expert in theoretical modeling of the impacts on the construction program and as the person in charge of forensic analysis of time and cost and technical analysis of claims, both Owners and Contractors.
